The Project Manager III manages project activities including analyzing project needs, developing, and implementing projects and tracking budgets, timelines, and deliverables. The Project Manager III provides recommendations, reports and evaluations for projects that are generally medium to large in scope.

Salary: Starts at $70,000 and is negotiable commensurate with experience.

Required Education and Experience:

  • Bachelor’s degree in Business Administration or Management Information Systems, or any equivalent combination of education and experience

  • Seven years of professional, non-clerical experience in data management, project analysis, project administration/management or closely related work

Required Knowledge, Skills and Abilities:

  • Ability to identify and understand technology based system needs of a large organization. Ability with or knowledge of broadly used, specialized/specialty and enterprise software applications

  • Knowledge of MS Office and Visio or comparable flow-charting program

  • Must have high level of attention to detail, strong organizational and writing skills

  • Knowledge of hosted software/database solutions

  • Knowledge of project management and SDLC

  • Must be able to work and communicate with a wide variety of people such as end users, executives, IT developers and various technical staff

  • Ability to manage multiple high-level demanding projects at one time

  • Ability to effectively facilitate meetings

  • Ability to effectively supervise multiple staff members

  • Ability to multi-task and work cooperatively with others

Preferred Education and Experience:

  • Master’s degree in Management Information Systems.

  • Eight years of professional, non-clerical experience in data management, project analysis, project administration/management or closely related work

  • Extensive experience with IT supported applications integrating with BANNER and other enterprise software systems

  • Experience with database structures, data analysis, SQL, and database modeling tools

Preferred Knowledge, Skills, and Abilities:

  • Ability to write, edit, and test SQL commands

  • Ability to write, edit, test, and analyze command programs in statistical software

  • Ability to work with various data storage systems

Preferred Licenses and Certifications:

  • Business analysis or project management certifications such as Agile or PMI

Responsibilities:

  • Administration/Supervision & Coordination - Supervises and manages the workload for the Software Solutions Team, as they meet the needs of end users through technology systems purchasing, software configurations, trouble shooting, training and other assigned projects. Acts as a liaison between the Department of Residence Life, the Division of Student Affairs IT, and third-party hardware/software vendors in the development, maintenance and purchase of the various IT systems such as desktop computers, digital signs, audio/visual equipment, security cameras, off-the-shelf software and system integrations. Coordinates with Division of Student Affairs IT to investigate effective hardware and software solutions to meet identified business needs. Manages purchase and use of technology based systems utilized by department staff including software, software integrations, desktop computers, digital signs, security cameras and AV equipment. Facilitates, with Division of Student Affairs IT and third-party vendors, any approved upgrades, reconfigurations, or major software changes to the enterprise level software solutions. Coordinates user acceptance testing as approved changes are made, new features are implemented, and vendors roll out major software version updates. Oversees user access/security permissions for technology based systems. Oversees data reporting/archiving/deletion per University policy, and the documentation of Residence Life business practices and processes for the enterprise level software solutions.

  • Leadership/Strategic - Analyzes requests coming in from executive staff, management staff, and end users daily. Assigns priority to requests and assigns resources to meet needs outlined in the request. Converts requests into projects as needed. Establishes strategic alignment of converted projects and defines stakeholders and budgetary needs. Defines project strategic mission, scope, priority, budget, and timeline and then accepts/prioritizes or rejects projects based on the outcome of the analysis and available resources. Applies current best practices in vendor selection and contract negotiation. Monitors and complies with office budget, technology systems budgets, software budgets and project budgets. Consults with Division of Student Affairs IT and hardware/software vendors and benchmarks against other institutions of higher education regarding best practices in the use of technology based systems and software solutions for meeting the business needs of university/college housing personnel. Shares best practices with Executive Staff, Software Solution Team and end users. Provides reports with options and recommendations to executive staff, management staff, and end users regarding effective technology systems and software solutions to meet identified business needs.

  • Project Management - Manages project portfolios for Software Solutions Team in line with current business strategies and in accordance with project management standards. Manages project quality control and assurance. Applies current best practice to project lifecycle. Monitors schedules, scope, and expenses of all project portfolios to ensure project timelines are being met, project work is aligned with stated project scope and that there are no unintended negative financial impacts for the Department.

  • Project Development & Implementation - Develops small and large project proposals, timelines and budgets as needed for change to existing technology based systems, purchase of off-the-shelf software solutions, or other projects. Establishes scope and goals for project delivery. Directly develops, manages, and implements projects where the problem and solution are somewhat difficult to achieve. Assists with and links to other projects assigned to a Project Specialist III and/or Graduate Assistant as needed. Coordinates project implementation and resources in conjunction with resource holders and other project managers from TAMU IT, Division of Student Affairs IT and third-party vendors to fulfill project requirements. Conducts meetings/interviews with stakeholders to gather project requirements, schedule work and coordinate project activities.

  • Training and On-Going Support - Works collaboratively with Software Solutions Team on the development and ongoing management of the enterprise level software solutions and response to daily ad-hoc end user requests/tickets. Creates work tickets as needed. Provides training and support for end-users of major technology based systems as requested. Consults with TAMU-IT, Division of Student Affairs IT and third-party vendors regarding systems issues and assists in implementation of system solutions. Serves on committees as needed. Performs other duties as assigned.
