JSI Research & Training Institute, Inc. (JSI) is seeking a Chief of Party (COP) for a five-year USAID-funded Maternal Child Health Nutrition Activity in Laos. The project aims to build upon previous USAID and Government of Laos investments to improve priority maternal and child health and nutrition outcomes among the most underserved populations in targeted areas of Laos. This will be achieved through a health system strengthening approach to ensure quality of services and equitable access. This will be a full-time position based in Vientiane, with approximately 50% local travel expected. The Chief of Party will report directly to the Senior Advisor, and supervise the Project’s Senior Management Team.
The COP will supervise all activities under the contract and have overall responsibility for the successful performance of the technical assistance team. The COP will provide strategic leadership and bear primary administrative responsibility on all administrative requirements of the contract ensuring that the performance objectives specified in this contract are met.


  • Provide overall direction of all technical and administrative operations under the contract.
  • Develop strategies that would focus on improving priority maternal and child health and nutrition outcomes among the most underserved populations through health system strengthening.
  • Design management systems with standard operating procedures that can be used to implement all activities to be undertaken with funds provided in the contract.
  • Design and oversee an annual project cycle which formulates comprehensive annual contract work plans and budgets in accordance with the USAID annual planning cycle and assures timely disbursement of funds.
  • Manage and supervise the Project Staff in the identification of all project technical assistance needs required to achieve the expected outputs of the contract, development of suitable scopes of work, recruitment of consultants, and execution of technical assistance contracts.
  • Supervise the work and assess the performance of all long term and short term advisors, consultants and staff.
  • Provide oversight to the financial and operations team that will be responsible for disbursing all local costs under this project, monitoring and tracking expenditures, and preparing financial reports of project expenditures for submission to USAID.
  • Coordinate and identify with the Project Staff training needs and opportunities to support the project.
  • Prepare quarterly and annual project activity reports as specified in the contract.
  • Supervise all institutional subcontracts executed under the prime contract.
  • Monitor the progress and pace of project implementation via quarterly and annual reports.
  • As the official representative of the contractor, ensure the success of and be liable for any failure, on behalf of the contractor.
  • Function as the primary liaison between USAID, the Laos Ministry of Health (MOH) and other collaborating agencies on all pragmatic, administrative and financial matters related to the project.


  • At least master’s level education/training or its equivalent in Public Health, Business Administration, or a related field.
  • At least 10 years of prior experience working on the implementation of RMNCH programs in low resource settings.
  • Successful prior experience in TA projects in a developing country, preferably with experience working in Laos or the Southeast Asia.
  • Prior experience working as a COP in the management of professional and financial resources in a similar scale.
  • Significant previous experience in the implementation of similar programs in the field is an advantage.
  • Familiarity with private sector environment and procedures in the implementation of donor assisted projects.
  • Thoroughly conversant with RMNCAHN, health systems strengthening, and community health.
  • Fluency in written and spoken English required.
  • The COP is anticipated to be an expatriate position.
