Educational and Experience Requirement
Bachelor’s degree required. Master’s degree preferred. Five years progressively responsible supervisory experience in a registrar’s office (office of records and registration) at a college or university. Additional education may be considered in lieu of experience.
Nature & Purpose of Position
Provides effective, innovative leadership of office services and systems related to academic records, course inventory, course catalogs, class scheduling, enrollment certification, student registration, and degree evaluation. Collaborates with academic units and administrative offices in the strategic planning and implementation of initiatives and systems to achieve greater efficiency, increased student academic success and closer alignment with institutional priorities.
Oversees all operations in the registration process (record creation, course schedule building, classroom assignment, final exam scheduling, grade processing, grade changes, transcript issuance, and student enrollment/degree verification). Provides vision, innovative leadership, and accountability for the management of all records, services and systems maintained by the Registrar’s Office. Establishes a Registrar’s Office that reflects the best industry practices in records management and the effective use of technology. Manages staff to provide excellent service, efficient use of resources, and ongoing growth and professional development. Establishes and maintains collaborative and effective working relationships with a diverse group of leaders across the University, across the Texas State University System (TSUS) and with peers at other universities. Responsible for the development of the Academic Calendar as well as publishing the calendar to the Registrar’s web page. Responsible for beginning of term processing in Banner (building of terms and time ticketing for registration). Responsible for end of term processing in Banner (repeat processing, academic standing processes, and President/Dean’s List processing). Responsible for enrollment and degree reporting to the National Student Clearinghouse (NSC). Responsible for maintaining Banner catalogue (updating all new courses, deleted courses, course name/number changes, etc., in the Banner system). Serves on various Sam Houston State University committees, including chairing the Academic Calendar Committee. Develops, evaluates, interprets, and enforces departmental, University and TSUS policies, procedures, and strategies relative to the University’s and TSUS’s academic mission. Manages the fiscal affairs of the department, including budget development and priorities. Exercises direct fiscal control over the approved budget. Directs the activities of clerical staff. Determines major personnel decisions including staffing needs, such as hiring and firing, supervising the selection, training and evaluation of staff. Enforces the provision of the Family Educational Rights and Privacy Act (FERPA) and acts as the University’s chief compliance officer for FERPA. Enforces compliance with Undergraduate Catalog requirements as they pertain to degree completion. Complies and stays current with relevant rules and regulations of the National Collegiate Athletic Association (NCAA) and certifies that all student athletes are eligible to participate. Provides technical leadership for the University’s System of Record (Banner), participates in the evaluation of a variety of 3rd party software packages that connect to and/or integrate with Banner. Organizes commencement information and coordination for all populations of graduating students, assists with commencement planning, and assists in the execution of all graduation ceremonies (including logistical arrangements, commencement program creation, and the printing and mailing of diplomas). Responsible for the final degree check to ensure all candidates have met degree requirements and the awarding of degrees in the Banner system. Responsible for ensuring Texas Success Initiative (TSI) is programmed for compliance within the Banner system. Responsible for a centralized course scheduling process using Banner and Ad Astra software to create an optimal schedule. Responsible for the scribing of the degree audit software (Degree Works). Responsible for processing of all degree audit exception processing. Maintains membership in and relationships with appropriate professional associations (e.g., AACRAO, TACRAO, SACRAO). Attends Counsel of Academic Deans and Counsel of Associate Academic Deans as necessary. Oversees processing of Tuition Rebates and Academic Fresh Start. Oversees processing of Excessive hours, Senior Citizen Waivers, Police Officer/Fire Fighter Waivers. Manages access to the student forms in the Banner Student module. Oversees state legislative changes to the system, as it relates to student academic records, registration, Texas Success Initiative, etc. Leads the Banner Student workgroup. Provides advice and/or resources to other institutional committees as required. Performs other related duties as assigned.
