Educational and Experience Requirement:

Bachelor’s degree in business administration, or related field. Six years purchasing experience as a senior purchaser, purchasing manager or related field. Experience with Banner Finance and Jaggaer is preferred. Higher Education, State of Texas or Government purchasing experience is desirable. Additional experience may be considered in lieu of education.

Certified Texas Contract Developer (CTCD) AND Certified Texas Contract Manager (CTCM) certification required.

Nature & Purpose of Position:

Serves as the senior purchaser for the Procurement Department and also serves as the senior manager in the Director’s absence. Assists the Director with daily administrative and supervisory responsibilities of all staff. Serves as the backup to the Contract Specialist and Card Services Administrator/Hub Coordinator.

Primary Responsibilities:

Performs complex purchasing work and directs the Procurement Department’s daily operations. Plans, organizes, coordinates, and prepares specifications. Prepares procurement documents and maintains detailed records of items purchased, received, prepared, and issued. Supervises acquisition related functions, including consolidation of requirements, planning, pre scheduling, approving specifications, issuing orders, and establishing and administering annual contracts. Monitors legal and regulatory requirements. Develops, reviews, and enforces purchasing policies and procedures. Prepares various reports for university management and state agencies. Assists with departmental training, works directly with department heads and administration on campus, as well as state agencies on special and large-scale procurements, programs, and projects. Interprets and applies laws, rules, and regulations related to procurement and other functional areas of responsibility. Reviews, consults, and approves staff bid specifications and Request for Proposal (RFP) specifications. Reviews and approves orders in BearKat Buy (Jaggaer), works with Contract Specialists to draft, review, negotiate and prepare contract documents, prepares reports, creates bid templates, and works on ways to improve efficiencies. Prepares correspondence with campus end users. Approves leave reports, time reports, and other duties in the absence of the Director. Interprets laws, policies, regulations and procedures in relation to procurement. Provides professional leadership and guidance to all levels of faculty, staff, and administrative personnel on campus. Maintains contacts with other higher education agencies within our System and also throughout the State for collaboration and networking. Works with the Contract Specialist to ensure contracts are reviewed and negotiated in a timely manner. Performs other related duties as assigned.

Knowledge of local, state, and federal laws. Ability to manage business functions.

This position may be designated as a Campus Security Authority (CSA).

Up to 20% of this position, over the fiscal year during off-peak periods, may be performed remotely as determined by the supervisor.
