Job Summary
Under general direction of the Director, Design & Construction Services (D&CS) the Manager of Design Services manages the Project Managers, Interior Design Manager and team, and Production and Software Coordinator. Also manages all design activities for both Major and Minor Capital projects, related to the program and budget development, design, bid, and contract award of multiple, complex University projects. The incumbent will provide ongoing professional support through all planning and construction phases, until completion of the project. This includes leading a team of Project Managers and Interior Design Manager to provide analysis, development, and evaluation of projects to reflect the current and projected needs of the institution.
Key Responsibilities

  • Manages and supervises the Major and Minor Capital Project Managers and Interior Design Manager. The incumbent oversees the project's design, planning functions, construction documents, and construction administration for each University project that D&CS is responsible for. Responsible for projects from inception through completion in consultation with Customers, University Stakeholders, Capital & Space Planning, Construction Services, and Facilities Management. Manages all project and operational tracking systems to ensure timely project delivery within established budget, scope, schedule, and permit. Coordinates the campus review and outside agency review of the design & construction documents and initiates revisions to design packages when necessary.
  • Manages Production and Software Coordinator, managing all DCS databases and software, campus as-builts, and campus standards. Provides support to Facilities Management with the Production and Software Coordinator to ensure project as-builts and operation and maintenance manuals, and campus standards are being maintained.
  • Conducts quality assurance reviews on all department design documents prior to bid; ensures all project-related contract documents are obtained and processed in a manner consistent with department policy, scope and budget guidelines; ensures established procedures associated with all phases of project design development are followed consistently within the department. Provides support for improved operational performance and effectiveness by the Design & Construction Services Department.
Knowledge Skills and Abilities
Knowledge of the laws, ordinances, and other regulations applicable to building construction, maintenance, and repair including building codes for the State of California, fire codes, ADA regulations, industry standards and regulations. Knowledge of design and construction methods and procedures. Excellent administrative and organizational skills. Excellent interpersonal, oral and writing skills. Ability to represent the department in a professional manner to determine campus customers' needs and design requirements. Ability to communicate effectively at an executive level and work within an ethnically diverse campus environment. Proven ability to manage many projects simultaneously.

At least five years' experience in a computerized environment (AutoCAD, Bluebeam preferred). Working knowledge of personal productivity tools (personal computers, Word, Excel, and electronic mail.) Must be self-motivated and be able to manage a team independently.

Ability to communicate with an ethnically and culturally diverse campus community. Ability to follow all university policies, procedures, and guidelines including but not limited to safety, civility, information security, and non-discrimination policies and procedures. Ability to contribute to a positive university experience for each and every student, and assist in achieving the university's commitment to a "vision of excellence."
Education and Experience
Bachelor of Science degree in Architecture, Planning, Engineering, Industrial Design or ten (10) years equivalent experience. At least ten (10) years progressively responsible experience in the development of program scope, design and planning public works projects including preparation of bid documents and specifications, contract administration, and fiscal management in a large institutional setting, higher education preferred. History of managing other design Project Managers in an Architectural, Engineering, University, or other institutional setting preferred.
Licenses / Certificates
LEED certification preferred. Construction Management Certification preferred. CA Driver's License required.
