Job Summary
Under general direction, manages all finance, human resources and centralized functions for Parking and Operations which includes Parking and Transportation Services, University Print Shop, Campus Copier Program, Property, Asset Management and Receiving and Mail Services. Provides oversight for approximately $20 million budget made up of primarily self-support funds. Oversight of the full cycle of human resources functions including, but not limited to, employment, compensation, professional development, leaves and employee relations and acts as the primary liaison with the centralized Human Resources units. Facilitates the completion of other centralized functions such as events, training, business continuity planning and other duties as assigned.
Knowledge Skills and Abilities
Excellent organizational skills. Excellent written and oral interpersonal communication skills. Demonstrated ability to understand the audience and create effective presentations that will convey the desired message. Demonstrated ability to effectively deliver financial presentations to various audiences at all levels that may or may not have a strong financial background. Ability to interpret and apply CSU policy and procedures, pertinent state, and federal laws to ensure financial integrity. Understanding of General Accounting and Reporting functions. Ability to generate data or reports from the University Financial Reporting systems. Demonstrated ability to understand complex financial processes and recommend changes as needed to maximize efficiency and effectiveness. Demonstrated ability to independently manage different project tasks simultaneously, determine relative importance of each, prioritize and set appropriate deadlines to complete all tasks accordingly. As a key member of the management team, must be an active contributor and willing to assist the team in meeting overall area goals. This requires the ability to "think outside the box" and maintain a high degree of customer service to the campus community. Ability to apply independent judgment, discretion, and initiative in performing job responsibilities. Ability and desire to work in a flexible, collaborative manner and to provide open feedback to customers, stakeholders, executive management, supervisors, coworkers, and staff is required. Demonstrated knowledge of collective bargaining processes and procedures.

Demonstrated ability to pro-actively perform a wide variety of HR functions such as employment, professional development, classification, compensation, leave processing, workers compensation, progressive discipline, employee relations.

Ability to communicate with an ethnically and culturally diverse campus community. Ability to follow all university policies, procedures, and guidelines including but not limited to safety, civility, information security, and non-discrimination policies and procedures. Ability to contribute to a positive university experience for each and every student, and assist in achieving the university's commitment to a "vision of excellence."
Education and Experience
Bachelor's degree and five years of related finance and human resources experience required. Master's degree in a related field preferred. Experience working in a collective bargaining environment preferred. Experience with managing multiple funds including those that are primarily based on revenue generation preferred.
