Job Summary

Under the day to day direction and close guidance of the Interim Associate Vice President of HR Management (AVP of HRM), the Benefits Manager oversees the delivery and administration of a comprehensive employee benefits program for California State University, Long Beach (CSULB) and the Office of the Chancellor (CO) including, but not limited to, health and welfare benefits, multiple retirement programs, tax deferred investment options, disability and leave of absence programs, a variety of voluntary insurance and benefit options and CSULB's Housing and Relocation Resource Center. Health care and pension benefits are administered by the California Public Employees Retirement System. All other employee benefits are administered by benefit insurance carriers with contractual and communication oversight by the Office of the Chancellor's System wide Human Resources Office.
Key Responsibilities

  • Manage and direct benefits operations and staff.
  • Employee Benefit Program Administration CSULB.
  • Employee Benefit Program Administration - Chancellor's Office.
  • Operation and Use of Benefits Enrollment and Employee Benefit Data.
  • Demonstrated knowledge of benefit administration including supervisory experience to effectively and independently carry out the administrative responsibilities of the job.
  • Ability to learn to direct, train, supervise, and motivate subordinate staff to provide a coordinated benefits program.
  • Thorough knowledge of current laws and regulations applicable to human resources functions, particularly those surrounding employee benefit, retirement, and investment programs: Health Insurance Portability and Accountability Act of 1996 (HIP AA) Consolidated Omnibus Budget Reconciliation Act of 1986 (COBRA), the Omnibus Budget Reconciliation Act of 1989 (OBRA), Family and Medical Leave Act (FMLA), and the Patient Protection and Affordability Care Act (PPACA). Experience with administering similar benefit programs that would demonstrate the candidate's ability to assure compliance with such requirements.
  • Demonstrated consultative skills and ability to work with all groups at all levels of the organization. Ability to effectively handle interpersonal interactions and handle highly sensitive, personal situations regularly. Ability to work with representatives from public and private entities and present a positive image.
  • Strong customer services skills and demonstrated ability to follow-up on commitments.
  • Ability to effectively communicate verbally and in writing. Ability to draft and compose effective correspondence. Must have public speaking skill to conduct effective employee orientations and presentations.
  • Excellent organizational skills and be detailed oriented.
  • Work independently, highly motivated self-starter. Ability to multi-task and handle multiple priorities; show initiative and be innovated in solving problems; ability to set priorities and meet critical deadlines.
  • Ability to effectively utilize the CMS Baseline PeopleSoft HR system for all requirements of the position. Ability to run and monitor process completion and interpret results.
  • Must be computer literate and proficient in using email, Internet Explorer, Microsoft Word, and Power Point software. Experience with, or the ability to learn PeopleSoft (Query) and Outlook email system.
  • Ability to perform fit gap on current campus benefit processes and enhance CSULB's use of the system, streamline procedures, and design effective reports using the PeopleSoft baseline system. Ability to identify and interpret data to diagnose the root cause of system errors and differentiate between technical and manual errors.
  • Ability to communicate with an ethnically and culturally diverse campus community. Ability to follow all university policies, procedures, and guidelines including but not limited to safety, civility, information security, and non-discrimination policies and procedures. Ability to contribute to a positive university experience for each and every student, and assist in achieving the university's commitment to a "vision of excellence."
Education and Experience

Bachelor's degree in Business Administration, Human Resources, or related field and approximately five (5) years of progressive responsibility for a comprehensive benefits plan in an institutional setting required. PeopleSoft HR and demonstrated knowledge of CalPERS, Salary Deferral Programs, and/or CSU Benefits preferred.

Compensation

Hiring Range: $78,000 - $85,000 per year commensurate with candidate's education, experience, skills, and training.

Salary Range: $75,432 - $113,148 per year.

Salary placement is determined by the education, experience, and qualifications the candidate brings to the position, internal equity, and the hiring department's fiscal resources.
Benefits

This is a management level position with an attractive benefits package, which includes a vacation accrual rate of 16 hours per month, and excellent choice of medical, dental, and vision insurance, long term disability coverage, life insurance, educational fee waiver, and retirement benefits.

Additional Information

The person holding this position is considered a 'mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 Revised July 21, 2017 as a condition of employment.

A background check (including a criminal records check) must be completed satisfactorily and is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.
