Under general direction from the Associate Director of Design & Construction Services (ADD&CS), the Manager, Construction Services (MCS) provides project level leadership and oversight to construction management teams who administer construction projects within the Design and Construction Services Department. At times projects may include, but may not be limited to, major capital outlay, minor capital, deferred maintenance, repair, or other improvement projects, and will utilize various funding sources including state, enterprise funds, auxiliaries, grants, and donations.
- Responsible for coordinating, monitoring, and overseeing the campus' construction projects, including but not limited to, Capital, TOCA, SBE and other construction projects as applicable. This includes the supervision and management of the in-house construction services staff, inspectors, and any outside consultants that might be retained for a project or projects.
- Assists in or directly manages capital, TOCA, SBE and other projects as applicable. This includes, but is not limited to, overseeing of constructability reviews, cost estimates and managing or overseeing the construction of a project or projects.
- Participate in the design reviews of Minor and Major projects during the Schematic, Design Development, Construction Document, and Bidding stages of the planning of a project as might be appropriate and necessary.
Comprehensive knowledge of construction engineering methods, practices and procedures, and contract management and administration. Comprehensive knowledge of building, plumbing, mechanical, fire, electrical, Title 24, and other applicable codes including: California Building and Safety codes, State and Federal Codes and local ordinances. Ability to perform climbing, bending, squatting, and kneeling activities which will include but is not limited to using ladders to access roofs or manholes. Ability to work independently to identify difficult construction issues and develop solutions that represent the best interests of and minimizes risk to the University. General knowledge and understanding of OSHA, hazard, and safety requirements. Excellent interpersonal, oral, and written communication skills and ability to effectively communicate in a diverse campus environment. Ability to represent the University and the University's interests and policies in a professional, conscientious, and informed manner. General knowledge and understanding of MOUs with trades and other unionized workforce constituents. Budget management and construction economics. Design and construction principles and practices. Building code and construction procedures and requirements. Development review processes and procedures. Principles of planning, facility development, and project administration. Principles and processes for the municipal, state, and federal entitlement processes. Public administration and management principles. Principles and practices of contract negotiation and administration. Environmental regulations, laws, and restrictions.
Ability to communicate with an ethnically and culturally diverse campus community. Ability to follow all university policies, procedures, and guidelines including but not limited to safety, civility, information security, and non-discrimination policies and procedures. Ability to contribute to a positive university experience for each and every student, and assist in achieving the university's commitment to a "vision of excellence."
Education and Experience
- Minimum direct, professional experience in construction inspection, management and/or administration of at least eight (8) years, depending upon depth and breadth
- Bachelor's degree in construction management, engineering sciences or related discipline or equivalent experience.
- Experience working in a university or large institutional setting, or public works environment preferred.
Licenses / Certificates
A valid driver's license is required for this position. Once hired the employee must successfully complete the Defensive Driver Training Program provided by the State of California for California State University campuses.
Beach Building Services
Salary Range: $8,339 - $12,509 per month
Salary placement is determined by the education, experience, and qualifications the candidate brings to the position, internal equity, and the hiring department's fiscal resources.
