Educational and Experience Requirement
Bachelor’s Degree required. Five years of experience in Human Resources administration with progressive leadership and expertise in two or more of the following functional areas: staffing, position and wage administration, workforce planning, leaves and accommodations, employee relations, State of Texas employee benefits, compliance, risk management, or employee training and development required. SHRM or HRCI Human Resources Certification and Masters’ Degree preferred. A combination of education, experience, and training that would produce the necessary knowledge and abilities could be considered.
Nature & Purpose of Position
Leads operations, service delivery, planning, employee engagement, and compliance functions of the Human Resources Department.
Ensures the Human Resources Department embodies a culture of excellence in serving and consistently elevating engagement with university administrators and employees. Leads primary service units, including Employee Performance and Development, Benefits and Onboarding, Recruiting, Staffing and Compensation, Leaves and Accommodations, and Employee Relations. Oversees all human resources employee services, administrative processes, compliance requirements, and federal, state, or University workforce reporting, including but not limited to EEO, state HRIS, AAP, and IPEDS reports. Directs and evaluates programs and department activities, focusing on continuous process improvement. Achieves goals through leadership, planning, project coordination, and management of departmental resources to meet current and future institutional needs. Supervises, hires, evaluates, and trains staff. Advises University supervisory personnel in employee relations and conducts or directs institutional investigations. Interprets and applies laws, rules, and regulations related to the functional areas of responsibility, answers policy questions and is the direct liaison for external or internal audits. Assists in the development, implementation, and dissemination of Human Resources policies. Directs special projects optimizing technology to gather, analyze, and benchmark data to plan, develop, and execute processes to meet institutional workforce needs. Constructs and delivers departmental communications to the university. Represents the department at institutional business meetings and with external agencies. Performs other related duties as assigned.
The Director must demonstrate a commitment to the University’s diversity and inclusive excellence initiatives and goals. Knowledge or ability to quickly gain expertise with software including Banner Enterprise Systems, PeopleAdmin, Talent Management, and spreadsheets are necessary. Strength in written and oral communications, effective presentation skills, and the ability to quickly connect and maintain contact with employees and external parties are required.
