POSITION AVAILABLE: March 1, 2023
JOB SUMMARY: Responsible for the preparation of all payrolls, coordination of personnel benefit programs; placing of personnel want ads; and maintenance of payroll and personnel records. HR must maintain confidentiality about management or business information that is not available to non-management employees or outsiders.
JOB DUTIES and RESPONSIBILITIES:
- Being actively involved in recruitment by preparing job descriptions, posting ads and managing the hiring process.
- Processes background check on prospective new hires.
- Plans and conducts new employee orientation regarding personnel benefits programs and general personnel policies of the institution.
- Reconcile Oklahoma Teacher’s Retirement monthly files, and retiree employment verification forms.
- Keeps OPSU in compliance with the E-Verify process.
- Assists in the preparation and monitoring of the human resources budget.
- Guides employees and managers on employee relations, issues, and problems; ensures disciplinary actions are carried out legally.
- Support the management of disciplinary and grievance issues.
- Investigate employee issues and conflicts and brings them to resolution.
- Ensure all company HR policies are applied consistently.
- Conduct performance and salary reviews.
- Works with OSU Payroll services to ensure OPSU payrolls are reconciled and submitted to State Finance for processing.
- Works with OSU Benefits to reconcile and coordinate employee benefits.
- Coordinates the Fall sessions of the Catapult on-site Wellness event.
- Assists with annual open enrollment for both OSU/A&M benefits and American Fidelity Assurance benefits.
- Assist in performance management processes.
- Performs other work-related duties as assigned.
- Review employment and working conditions to ensure legal compliance.
- Understanding of labor laws and disciplinary procedures.
- Outstanding organizational and time-management abilities.
- Knowledge of a broad range of human resource strategies and practices, including compensation, performance management, safety, hiring and employee relations; able to apply these strategies and practices in compliance with employment regulations.
- Performs confidential administrative and clerical support in the human resource operations.
- Must have a strong work ethic and lead by example.
- Must be a professional, credible and respected representative of the institution internally and in the community
- Demonstrated willingness and ability to act ethically and socially responsible
- Must be able to lift more than 50-lb. objects; frequent bending, stooping, and walking.
- Can be exposed to a variety of weather conditions for periods of time.
- Ability to communicate in a courteous manner
- Other duties as assigned by Vice President of Fiscal Affairs or designee.

QUALIFICATIONS:
- Bachelor’s Degree in Business Administration, Finance, or related field, or equivalent education or experience.
- Three years experience in payroll and payroll benefit plans.
- Strong oral and written communication skills in English.
