Job Summary

Under general direction of the Associate Vice President, Budget & Administration, the Director of Audit, Public Records and Special Projects is responsible for planning, executing, and administering audit and advisory services on behalf of the Vice President, Administration & Finance and is the lead on all Public Records Act response functions at CSULB. Coordinates and supports all Chancellor's Office and external agency audit activities and is responsible for facilitating regular audits of campus operations performed by the Chancellor's Office of Audit & Advisory Services (AAS) and ensuring that the campus responds to audit observations and recommendations. Plan and execute an annual risk assessment and review high-risk functional activities and recommending appropriate corrective action or changes in current policies, procedures, or processes of the University and its auxiliary organizations. Assess whether organizational units in the University are in compliance with CSU policies, applicable federal and state laws and regulations, and statements of policies and procedures, in a manner consistent with both University objectives and high standards of administrative practice. Oversee all aspects of California Public Records Act, McKee Transparency Act, and similar statutes, on behalf of the Campus and Auxiliary Organizations with broad impact to campus and the CSU system. Lead special projects, and act as a project manager - specifically related to process improvement, and policy implementation across the Division of Admin and Finance, and to other Divisions as requested by the President or Vice Presidents.

Knowledge Skills and Abilities

Must demonstrate the ability to independently perform all phases of internal auditing and possess knowledge of the theories and principles of internal auditing, audit standards, and general administration and management controls. Incumbents must have the analytic skills and be able to deploy techniques in performance auditing, financial analysis, and cost-benefit analysis. Should understand the role of governmental institutions in general and public colleges and universities, and demonstrate the ability to quickly learn processes, rules and operations on campus. Demonstrated ability to interpret policies and statues that apply to the university in order to respond to and advise leadership related to audit, compliance & public records requests. Must inspire trust and respect to maintain effective working relationships with faculty, staff & administrators of all levels, backgrounds, and work styles, and demonstrate the ability to guide the completion of work required across the campus community related to audits, advisory services, public records requests, and special projects without having organizational authority over others. Incumbents must maintain an objective attitude, and establish and maintain credibility across the campus community. Excellent project management skills in order to consistently lead diverse groups of disparate University staff members toward the achievement of a single goal, and within nonnegotiable deadlines. Incumbents must be proficient in computer applications, particularly spreadsheets and word processing; PowerPoint familiarity is also desirable. Incumbents must have effective interpersonal (verbal) communication as well as writing skills.

Education and Experience

B.A. or B.S. from an accredited four-year college or university in Public Administration, Public Policy, Economics, Business Administration, Accounting, or related area, and a minimum of five (5) years of related practical audit experience.
Licenses / Certificates

Must have a valid CA driver's license.

The hiring range for this position is $8,742 to $13,113 per month, commensurate with qualifications and experience.
